بررسی و رتبه بندی عوامل مدیریتی تخریب زمین و بیابان زائی دشت سیستان

چکیده

مفهوم بیابانزائی به از دست دادن خدمات اکوسیستم بدلیل تاثیر آشفتگیهای انسانی و یا تغییرات اقلیمی در اکوسیستمهای مناطق خشک مرتبط است. بیابان زایی بسته به پیشران و شرایط جغرافیایی، می تواند باعث تغییرات قهقرائی عمدتا پایدار در اکوسیستم گردد. مهار این پدیده مستلزم شناخت علل پیشرانی آن است. این مقاله به بررسی نیروهای مدیریتی موثر بر بیابانزائی دردشت سیستان می پردازد. به منظور انجام این پژوهش از طریق منابع علمی مرتبط، پرسش نامه و گروه تخصصی از کارشناسان مرتبط طی دو مرحله به کارگیری روش دلفی لیستی از عوامل پیشران مدیریتی تهیه شده سپس عوامل کاندید در 8 معیار گروهبندی و در انتها با ابزار پرسش نامه که روایی و پایایی آن مورد تایید اساتید بوده، مورد قضاوت کارشناسان قرار گرفته در پایان با استفاده از روش های آماری و فرایند تحلیل سلسله مراتبی (AHP) رتبه بندی گردیده است. نتایج حاصل از تحلیل آماری با استفاده از نرم افزار SPSS19 نشان داد که معیارهای پیشران مدیریتی موثر بر بیابانزایی و تخریب زمین به ترتیب مدیریت بیابان (47/33%)، مدیریت اجرای قوانین و حقوق داخلی زیست محیطی (43/15%)، مدیریت مطالعات و دانش علمی مرتبط (76/13%)، مدیریت کشت و کار متناسب (81/10%)، مدیریت خاک و زمین (8%)، مدیریت دانش بومی و فرهنگی (6/6%)، مدیریت آب (1/6%) و مدیریت مسائل مربوط به دام در منطقه (81/5%) میباشند. در بین 72 عامل کاندید، 46 عامل با کسب بیش از 60 درصد نمره و اتفاق نظر پاسخگویان از بقیه تاثیر گزارتر بودند که با استفاده از روش تحلیل سلسله مراتبی (AHP) رتبه بندی شدند. مهمترین عوامل مدیریتی موثر بر تخریب زمین و بیابانزائی دشت سیستان به ترتیب رتبه: فقدان مدیریت جامع حوزه آبریز در برنامه ریزی ها، مربوط به معیار دانش و شناخت؛ تنها بودن منابع طبیعی در کار مقابله با بیابانزایی، مربوط به معیار مدیریت بیابان؛ عدم تخصیص حق آبه زیست محیطی از منابع آب موجود، مربوط به معیار مدیریت آب؛ ناهماهنگی ادارات مرتبط با مهار بیابانزایی و فقدان طرح کلان و جامع بیابانزدایی،هر دو مربوط به معیار مدیریت بیابان می باشند.

چکیده [English]

Impacts on over one-third of the world population, human and social causes of desertification remain identifying desertification drivers in the Sistan region in the southeast of Iran. We have evaluated managerial drivers that specifically contribute to the Sistan desertification. For this purpose, we followed a three-step survey with questionnaires prepared for each step of the survey. The three-step survey included: i) Identifying overall contributing factors ii) organizing candidate factors in 8 categories and iii) identifying and ranking the main factors based on their important role in desertification. The questionnaires were prepared and data were collected in collaboration with managers, experts, and administrators involved in combating desertification at the provincial level. Based on correlation statistics and multivariate analyses, the average contribution (%) of group to land degradation and desertification of the Sistan region, Desert management issues exhibited the highest fraction (33.47%), followed by Weakness of laws and regulation (15.43%), deficit studies and knowledge (13.76%), Farmland mismanagement (10.81%), soil issues (8.0%), unsuitable farmer's customs (6. 6%), water mismanagement (6.1%) while the contribution from the rest, Animal husbandry is 5.81 percent. also, more than 46 factors out of 72 resulted as significant in affecting land degradation and desertification in the Sistan region. Among them, the most important were Lack of integrated Hamoun watershed management, absolute responsible in combating desertification to FRWO, no allocating water to Ecological targets, no coordinating in combat desertification between stakeholders, deficit holistic plan for combat Desertification. Results contribute to the development of a deeper conception among decision-makers, experts and regional administrators appropriate tools for assessing the effectiveness of land management practices for contrasting land degradation and desertification.
